What is gomala land?

“Gomala” is a category of government land reserved mainly for grazing cattle and other common village needs, not for private real-estate development or regular sale.

It is owned and controlled by the State (Revenue/Forest authorities), and courts as well as government circulars have repeatedly stressed that gomala should be preserved and not casually granted to private parties.

 

Why gomala is risky to buy

Because gomala is meant for public use, ordinary private purchase, registration or conversion for residential or commercial layouts is generally not permitted.

Even where government occasionally considers grant or regularisation, such decisions are tightly regulated and have been scrutinised by the High Court and CAG, so “cheap gomala plots” marketed by brokers are often encroachments or outright illegal.

 

What is PTCL land?

PTCL refers to land covered by the Karnataka Scheduled Castes and Scheduled Tribes (Prohibition of Transfer of Certain Lands) Act, 1978.

Under this law, many lands originally granted to SC/ST beneficiaries come with strong restrictions on sale or transfer, and any transfer made in violation of the grant conditions can be treated as void and even resumed by the State.

 

PTCL implications for buyers

If a parcel is “granted land” under PTCL, even a registered sale deed in favour of a non-SC/ST purchaser can later be challenged and the land restored to the original grantee or their heirs.

Recent High Court decisions continue to interpret PTCL strictly, which means buying such land without a clear legal opinion and scrutiny of the original grant, conditions and time limits can result in loss of both land and money.
